Functions:

  • Manage scientific equipment systems funded by the Institute and projects assigned by the Director;
  • Conduct scientific research in chemistry, materials science, and related scientific disciplines;
  • Provide scientific and technological services; develop technical standards and regulations.

Tasks:

  • Ensure the effective management and operation of scientific instruments and research infrastructure of the Institute;
  • Implement application-oriented research programs and projects on the development of advanced materials, electronic and electrical engineering materials with applications in electronics, electrical engineering, biomedicine, environment, and energy;
  • rovide analytical, testing, inspection, and certification services for material quality and product conformity with QCVN and TCVN standards in relevant fields;
  • Develop institutional standards, national standards (TCVN), and national technical regulations (QCVN) for governmental ministries and agencies.;

Main Research Directions:

  • Synthesis and evaluation of ground enhancement materials (GEM) for grounding applications in power and telecommunication systems.
  • Research and fabrication of rare-earth doped metal oxide nanomaterials for high-voltage surge protection varistors.
  • Development of nanomaterials for biomedical, environmental, and energy-related applications.
  • + Scientific and Technological Services:
  • The Center has been accredited with VILAS 1435 under ISO/IEC 17025:2017 and is fully qualified for testing in accordance with Decree No. 107/2016/NĐ-CP. Its services include:
  • Analysis of fertilizers, silver nanoparticles, nanomaterial suspensions, GEM, and accelerated aging tests (e.g., salt spray, QUV) for polymers, rubbers, coatings, and platings.
  • Determination of functional groups, chemical composition, morphology, particle size, and coating/plating thickness.
  • Evaluation of thermal, mechanical, phase transition, and stress properties of polymers, composites, rubbers, and bitumen.
  • Determination of heavy metal content in soil, water, environmental samples, food, and pharmaceuticals.
  • Electrochemical studies including electroplating, coating performance, corrosion assessment, and characterization of batteries and supercapacitors.

KEY ACHIEVEMENTS

1. Standards Development:

The Center has successfully developed and published two Vietnamese National Standards (TCVN):

  • TCVN 13712:2023 – Pesticides − Determination of nanosilver content by atomic absorption spectrometry (Ministry of Agriculture and Rural Development).
  • TCVN 14295:2025 – Paints and coatings − Method for determining antifungal resistance using a four-week accelerated agar plate test (Ministry of Construction).

2. Development of GEM Materials:

Product Information:

- The product is developed using the basic components of GEM materials, with additional anti-corrosion additives to extend the service life of both the grounding piles and the product itself under tropical climate conditions.

- The product trademark has been submitted for registration with the Intellectual Property Office under the Ministry of Science and Technology.

Application Fields:

- Enhancing grounding efficiency in buildings, power facilities, and telecommunications infrastructure such as high-voltage transmission lines and substations,…

Technical Specifications:

- Complies with QCVN 07:2009/BTNMT environmental quality standards.

- Reduces grounding resistance by 50–90%.

- Low resistivity of 15–22 Ω·cm; the polarization resistance of GEM-filled grounding rods exceeds 8 Ω·m², in compliance with IEC 62561-7:2024 standards.
